Sir:-
I have the honour to acknowledge the receipt of your Despatch dated 31st ultimo, informing me that all restrictions on the export of "red" cattle from Kuangai have now been removed.
As on a previous occasion, the Commissioner of Customs remains without instructions regarding the withdrawal of the prohibition; and the notification, issued a month ago limiting the traffic in cattle to four districts, is still exhibited at the Custom House.
The point is not of any practical importance as the cattle now being exported to Hongkong are all purchased in those districts: but it forms, I venture to think, a striking illustration of the way in which Chinese Government Departments are able to act, at certain ...
